Governor Arne Carlson on the MN Budget

Arne Carlson, former Governor of Minnesota, will speak on how to balance the budget for the state, which faces a $5 billion shortfall for 2012 to 2013.  The MN Constitution, like that of most states, requires a balanced budget.
