Water Main Break and no city response for hours

Advanced Water and Sewage company broke a neighboring house's water line when doing work. The Minnetonka Water Dept was unreachable. The police, though contacted at 6:30 pm did not apparently know that they were listed as the emergency contact after office hours (3:30 pm) contact. The police officer told the neighbor to just go buy water and did nothing. As I write it has been 8.5 hours since the incident happened. Outside my window I can see thousands of gallons of water gushing from the main water line. Where is the Water Department? Their lack of response over the hours has been astonishing. What a shame. It is also a shame how poorly the police treated this Minnetonka resident. Apparently it is not a crime to deprive someone of their drinking, bathing, cleaning and toilet flushing water. Odd. Sad. The general contractor didn't care and the subcontractor was both naive and the city gave them poor information and was certainly not reachable. Long Live Minnetonka city government.
